The actions of Russia’s authorities in Crimea are intended to intimidate residents of the annexed peninsula, Liga.Net quotes Refat Chubarov as saying.

“The main recipient is, in fact, the Crimea residents. No one outside the Russian-occupied Crimea attaches importance to such documents adopted by the puppet authorities of the peninsula,” Chubarov said.

Creating such "lists of terrorists," Russia is trying to demonstrate imaginary enemies to the public to distract people from social problems, according to Refat Chubarov.

“It is necessary to somehow keep people on their toes. Accordingly, this population will be repeatedly told about enemies, who allegedly do not give those traitors, entrenched in the Crimean parliament, to achieve a good quality of life in Crimea. They are looking for enemies, and they show the enemies. Now - the Crimean Tatars and Mejlis of the Crimean Tatar people,” said Chubarov.

It was reported earlier that Russia has published the "list of terrorists," which includes the data of 22 Crimean residents: political prisoners, journalists and civil society activists.
