Negotiations of the Special Representative of the US State Department for Ukraine Kurt Volker and Russian Presidential Assistant Vladislav Surkov in Dubai were "not hopeless" according to the head of the Ministry of Foreign Affairs of the Russian Federation Sergey Lavrov.
Lavrov said that Russia "always suggests concrete ways out of deadlocks in a dialogue with foreign partners."
“It was the same in the implementation of the Minsk agreements. By the way, I am glad that the channel between the representatives of Russia and the United States concerning Ukraine was established in the Volker-Surkov format.”
The Russian Foreign Minister also noted that another negotiation between Volker and Surkov had been held recently.
“I will say that the result is not hopeless. They agreed to continue these talks.”
However, the US Special Representative for Ukraine Negotiation said he was disappointed with the last meetings with the Russian representative and the very position of the Russian Federation on the settlement of the situation in the Donbas.
According to Kurt Volker, "after several rounds of negotiations, Russia returned to its initial proposal to narrow down the UN peacekeeping mission only to the security of the OSCE monitoring mission."
Volker believes that this option will not work, as long as heavy weapons are used in the east of Ukraine, and as long as security in the territory of the so-called Donetsk People's Republic and Luhansk People's Republic is provided "only by the pro-Russian armed formation" and until effective control on the Russian-Ukrainian border appears.
"Not a single country will send its military to participate in such peacekeeping operations," Volker said. “I cannot say that I am optimistic about it,” the US special representative summed up.
According to him, "Russia needs to make a principled decision: to end the conflict and establish peace."
“At the moment, Russia still denies its direct participation, insisting that in order to stabilize the situation in the east of Ukraine, it is necessary to deal with the structures controlled by Russia in the region. As long as the things are exactly like this, the situation will not be resolved," Volker said.
