As of today, 11-12 individuals of Russian military personnel who were directly involved in the military conflict in the Donbas are detained in Ukraine, Valeria Lutkovska, the Commissioner for human rights of the Verkhovna Rada of Ukraine, said on air of the TV channel NewsOn.
“There are up to 320 persons [citizens of the Russian Federation, - Ed.]. They are convicted for various crimes. These are not only those related to the conflict in the Donbas. These are different issues that may arise among citizens of the Russian Federation on the territory of Ukraine. About 20 people are those who are connected with the conflict in the Donbas, or with the events in the Crimea. The rest are people who committed certain criminal offenses in Ukrainian territory," she said.
Moreover, to clarifying question, whether there are any Russian military personnel among Russians in Ukraine, Lutkovska replied: "Of course, there are."
“I remember about approximately 11-12 surnames. Something like this, on average. I suggested that the Russian Ombudsman come here to visit them, because this would give me the opportunity to go to Russia and visit the Ukrainians, to look at the conditions in which Stanislav Klykh, Oleksandr Kolchenko are kept, find out how Oleg Sentsov feels. Unfortunately, such a visit has not yet taken place. There were several proposals. We agreed to update our memorandum of cooperation. I plan to do it in January. I will propose to register mutual visits to the citizens of their countries as one of the forms of cooperation in it ," said the Commissioner for Human Rights.
QHA reported that Putin’s press secretary stated that Ukrainians convicted in Russia would be no exchanged within the framework of the Minsk agreements, and that their release should be negotiated with the head of the Russian Federation.
