April 16, the occupiers rendered an indictment to the Ukrainian Yevheny Panov who was unlawfully detained in the occupied Crimea, the human rights organization Crimean Human Rights Group reported on Facebook.
Panov is accused of allegedly preparing sabotage in the Crimea, as well as smuggling ammunition.
“The charge was brought under several articles of the Criminal Code of the Russian Federation: Part 1 of Art. 30 paragraph "a", part 2 of Art. 281, part 3 of Art. 30 and part 3 of Art. 226.1, part 3 of Art. 222 of the Criminal Code. Panov is accused of the fact that he, according to investigators, plotted an act of sabotage at civilian and military facilities in the Crimea. The list of places where sabotage was allegedly planned include the water supply enterprise MUP Pobednoye, the Russian military unit No. 46453, the Feodosiya department of Chernomorneftegaz, the ferries of the port Krym (Kerch), the subdivision of the RF Ministry of Defense in the Crimea. The indictment further stated that the "saboteurs" were going to detonate self-propelled anti-aircraft missile and gun systems Pantsir S1,” reads the report.
According to the indictment Panov was allegedly an active participant in an organized criminal group and "has experience in conducting reconnaissance, controlling unmanned aerial vehicles, fire training, vehicle control and orientation on the ground."
The invaders accused Panov of "conducting reconnaissance and laying a route" of the so-called organized group.
Earlier, the occupiers were trying to make the lawyer of Yevheny Panov to sign a statement on non-disclosure of state secrets. According to the lawyer, the security forces consider the testimony of people on whom "Ukrainian saboteurs" allegedly prepared assassinations as the secret materials.

On August 11, a video recording of an interrogation of Ukrainian citizen Yevheny Panov appeared on the Internet. The FSB accuses Panov of preparing terrorist attacks in the annexed Crimea. In the video Panov admitted the preparation of sabotage and claimed that this operation had been planned by the Ministry of Defense of Ukraine. Later Panov said that he was tortured.
