According to the Secretary of the National Security and Defense Council of Ukraine Oleksandr Turchynov, the anti-terrorist operation in the East of Ukraine needs to be completed and a new format of the country's defense against the hybrid war with Russia should be introduced, as cited by Interfax Ukraine news agency.

“Military operations have continued in the East of our country for three years and have outgrown both in duration and in scale of the ATO format. At the same time, it should be noted that the antiterrorist operation has accomplished many important tasks ... It's time to move on to a new format of the country's defense.”

According to Turchynov, it's time to define a new format that will effectively protect Ukraine from the hybrid methods of war used by the Russian Federation.

“It's time not just to recognize some regions of Donetsk and Luhansk regions as occupied, but to determine the principles of state policy for their release clearly, at the legislative level. An effective technology of defending the country is needed, and for this, President should be legislatively granted the right to use the APU and other military forces against hybrid aggression on the part of the Russian Federation.”

The NSDC Secretary noted that it is necessary to establish a permanent operational headquarters in the zone of confrontation with broad powers, for integrated management of the Armed Forces of Ukraine, all power structures, and civil-military administrations.

“This is a very serious issue, requiring discussion in a professional expert environment. The updated draft law "On the restoration of the state sovereignty of Ukraine over the temporarily occupied territories of Donetsk and Luhansk regions" will be submitted to the President, after which I hope it will be promptly forwarded in the Verkhovna Rada.”
