The elimination of the so-called Crimean Federal District and the incorporation of the annexed peninsula into the Southern Federal District of the Russian Federation  is an attempt to change the status of the occupied territory,  said Oleg Panfilov, the Professor of Tbilisi State University, journalist and public figure, informs "Obozrevatel."

“To hide the stolen deeper is just a thievish trick. I do not think that it is about reducing the number of State officials. But I think it is an attempt to somehow change the status of the occupied territory,”  he said.

According to the professor, Putin and his staff apparently hope "from now on, not to mention Crimea, and to talk only about the Southern Federal District, as Crimea is now only a part of it."

July 28, the President of the Russian Federation Vladimir Putin signed a decree on elimination "of the Crimean Federal District," which included the occupied Crimea and the city of Sevastopol, and attached the territory to the Southern Federal District. Putin terminated the powers of the Sevastopol "Governor" Sergei Menyailo short of the expiry date. Dmitry Ovsyannikov is to take the place of the "Governor" instead. And Menyailo takes up the post of presidential envoy to the Siberian Federal District, succeeding Nicholay Rogozhkin.

According to the disgraced Russian politician Ilya Ponomarev, "the Kremlin wants publicity to understand that the process of annexation of Crimea has come to an end, and the transition period is over."
